Free Application for Federal Student Aid (FAFSA), opens in a new window

The FAFSA must be completed and submitted to the federal processor by any students who wish to receive need-based aid and/or federal student loans. Use the NC State College Title IV code — 005313 — to have your Student Aid Report sent electronically to NC State College.

How to Submit Required Forms and Documents

Any required form can be scanned and emailed into the office as an attachment, faxed in, mailed in via postal mail or dropped off in person during office hours.

Please note the Financial Aid Office cannot accept documents with personal identifying information (social security numbers, dates of birth, etc.) via email or fax.  Please either scratch out the personal identifying information prior to emailing or faxing them in or  you mail these documents in via postal mail or drop them off at the office.

Request for Veterans Benefits (PDF)   For each term, submit an NC State Request for Veterans Benefits form, opens in a new window after registering for classes. Register and submit your paperwork as early as possible to minimize delays.

Proof, opens in a new window of Citizenship, opens in a new window  The Department of Education requires our office to verify some students’ citizenship status. You are required to submit appropriate documentation, most often a US birth certificate, certificate of naturalization (N-550 or N-570), Permanent Resident Card (Form I-551 since 1997) or Resident Alien Card (Form I-551 before 1997), or a valid U.S. passport

The Department of Education may require our office to verify a student is qualifying veteran of the armed forces.
Provide a Member 4 copy of your DD214 to the FAO.  Please note: Members of the National Guard or Reserves are only considered veterans if they were called up to active federal duty by presidential order for a purpose other than training.

Dependency Appeal- (PDF) Students of a traditional college age are almost always thought to be members of their parents’ families, and their parents’ financial resources are considered when the student’s eligibility for financial aid is determined. In an extremely unusual and compelling situation, the College can rule that a student is a viable family by himself/herself and in such case, parent information is not required for the student’s federal aid application. Living apart from parents and/or providing for one’s own financial needs are not, by themselves, permissible reasons for altering dependency.

Fresh Start Initiative Acknowledgement Form  – (PDF)Under the Fresh Start Initiative some defaulted borrowers can regain Federal Aid eligibility. Submit the Fresh Start Acknowledgement form with signature and date and if possible, a copy of the Fresh Start Letter you received from the Department of Education or your federal loan servicer.  The Financial Aid Office will review your loan information and notify you if you are eligible for financial aid.

COLLEGE GRADUATE – 150% APPEAL (PDF), opens in a new windowFederal financial aid rules limit the number of credit hours for which a student may receive federal aid. The maximum time frame, or 150%, rule requires that a college terminate funding when it determines that a student

Because it has been determined that you possess a college degree or aid-eligible certificate, you are presently not eligible for federal aid at NC State. However, it is possible to receive an extension of eligibility if it can be concluded that you will receive a significant educational, employability, or personal growth benefit from earning an additional aid-eligible credential from the College, and that your likelihood of academic success is high.

Satisfactory Academic Progress Appeal (PDF) -Those receiving federal student aid at the college are required to make Satisfactory Academic Progress toward earning a degree or aid-eligible certificate. Satisfactory Academic Progress is defined as:

Earning at least a 2.0 (C) cumulative grade average, AND
Passing at least 67% of cumulative attempted credit hours, AND
Graduating within 150% of the minimum number of credit hours required to complete graduation requirements.

2023-24 Special Circumstances for Loss of Income (PDF) – The FAFSA (Federal financial aid application) is designed to obtain data which is used to determine a family’s ability to pay for college at a particular point in time. Recognizing that family financial situations can change, colleges have the authority to consider some changes which are beyond the family’s control when financial aid eligibility determinations are made.  If your or your family’s financial situation has changed significantly from what is reflected on your federal income tax return (for example, if you’ve lost a job or otherwise experienced a drop in income), you may be eligible to have your financial aid adjusted. Students/parents complete the FAFSA questions as instructed on the application (including the transfer of tax return and income information) and then submit your FAFSA form electronically.

These changes, or special circumstances, could include, but are not limited to, involuntary loss of employment or untaxed benefits, or having to pay for unusually high medical expenses. Discretionary changes such as voluntary termination of employment or expenses such as normal living costs are not considered to be special circumstances. In evaluating current year changes, the family’s entire financial situation is reviewed, and only when a significant reduction in the family’s ability to pay for college is established, can special circumstance adjustments be made.

The Financial Aid Office has exclusive authority regarding all procedures and decisions relating to special circumstances. Submitting a petition does not guarantee an increase in financial aid eligibility and does not obligate the Financial Aid Office in any way. Processing a petition may take several weeks or longer to complete.  Note that the school’s decision is final and cannot be appealed to the U.S. Department of Education.

How to request your Tax Return Transcripts

The FAFSA processor requires some aid applicants to substantiate the tax return amounts they entered on their FAFSA. The following are acceptable ways to do this:

IRS Data Retrieval Tool

Using the IRS Retrieval Tool (DRT), a process of electronically transferring your tax return information from the IRS onto your FAFSA, is the preferred method. Access your FAFSA record at www.fafsa.ed.gov and select “Make FAFSA Corrections.” In the “Financial Information” section, you will be asked a series of questions to determine if you are eligible to use the DRT. If you are eligible, do use it. Those not eligible are required to obtain a “Tax Return Transcript”.

Tax Return Transcript

A Tax Return Transcript is not a copy of your tax return, it is a printout from the IRS. Note “Tax Account Transcripts”, are also available from the IRS, but cannot be used!

Obtain a Tax Return Transcript the following ways:

Online Request (Print PDF or have it mailed to you):

  • Available on the IRS Web site, opens in a new window– Get Transcript
  • Download and print your transcript immediately, or request the transcript be mailed to your address on record.

Telephone Request

  • Available from the IRS by calling 1-800-908-9946
  • You must follow the prompts to enter your Social Security Number, and address.
  • Select “Option 2” to request an IRS Tax Return Transcript and then enter the year you are requesting. i.e. “2015”
  • If successfully validated, you can expect to receive a paper IRS Tax Return Transcript at the address used in the request within 5 to 10 days from the time the IRS receives the request.
  • IRS Tax Return Transcripts requested by phone cannot be sent directly to a third party.

Request of Non-Filer Statement

Verification of Non-filing Letters are proof from the IRS that you did not file a return this year. Current year requests are only available after June 15.

When Can I Order My Tax Return Transcripts?

The timing of when you can successfully request a copy of your Tax Return Transcripts depends on if you owe taxes at the time of filing, and if you filed electronically or by paper. See below for more details.

Timeline Availability of IRS Tax Information for the FAFSA on the Web’s IRS Data Retrieval Tool (IRS-DRT) and for Requesting IRS Tax Return Transcripts

When a tax return filer...: Has no amount owed to the IRS or has an expected refund at the time their tax return was submitted to the IRS
If Tax Return Filed Electronically...: Generally tax returns are accepted by the IRS within a day or two of the return having been electronically filed with the IRS.In most cases, IRS DRT is available and an IRS Tax Return Transcript may be requested within 2-3 weeks after the return has been accepted by the IRS.
If Tax Return Filed by Paper...: Generally tax returns are accepted by the IRS when the tax return is received by the IRS.In most cases, IRS DRT is available and an IRS Tax Return Transcript may be requested within 8-11 weeks after the tax return has been accepted by the IRS.
When a tax return filer...: Has an amount owed to the IRS and makes a full payment on that amount at the time their tax return was submitted to the IRS
If Tax Return Filed Electronically...: Generally tax returns are accepted by the IRS within a day or two of the return having been electronically filed with the IRS.

In most cases, IRS DRT is available and an IRS Tax Return Transcript may be requested within 2-3 weeks after the return has been accepted by the IRS.

If Tax Return Filed by Paper...: IRS will process the tax return in June.

In most cases, IRS DRT is available and an IRS Tax Return Transcript may be requested within 2-3 weeks after the tax return has been processed by the IRS.

When a tax return filer...: Has an amount owed and subsequent to submitting their tax return to the IRS, pays the full amount due
If Tax Return Filed Electronically...: Generally tax returns are accepted by the IRS within a day or two of the return having been electronically filed with the IRS.

In most cases, IRS DRT is available and an IRS Tax Return Transcript may be requested within 3-4 weeks after the full payment is made.

If Tax Return Filed by Paper...: IRS will process the tax return in June.

In most cases, IRS DRT is available and an IRS Tax Return Transcript may be requested within 2-3 weeks after the tax return has been processed by the IRS.

When a tax return filer...: At the time their tax return was submitted to the IRS, has an amount owed and has not paid in full.
If Tax Return Filed Electronically...: Generally tax returns are accepted by the IRS within a day or two of the return having been electronically filed with the IRS. However, IRS will not process the return until May.

In most cases, IRS DRT is available and an IRS Tax Return Transcript may be requested within 2-3 weeks after the return has been processed in May.

If Tax Return Filed by Paper...: IRS will process the tax return in June.

In most cases, IRS DRT is available and an IRS Tax Return Transcript may be requested within 2-3 weeks after the tax return has been processed by the IRS.
